ESG Cooperation Hub 主动斡旋机制(Proactive Mediation Mechanism, PMM)

Announcement by the ESG Cooperation Hub Board of Directors

理事会一致同意将主动斡旋机制(PMM)作为 ESG Cooperation Hub 的基本工作方法,现向利益相关方公开就中文版征求意见。We invite stakeholders to review and provide comments by February 28, 2025. Contact: Fermi Wang | fermi.wang@esghub.club.

1) 机制目标 Objectives

  • 提前介入 / Proactive intervention: Resolve potential conflicts before escalation.
  • 平衡利益 / Balancing interests: Fair dialogue for businesses, communities, unions, workers, CSOs, NGOs, government.
  • 提升信任 / Building trust: Transparent, structured mediation.
  • 系统改进 / Systemic improvements: Use case learnings to refine standards and supply chain governance.

2) 核心原则 Core Principles

  • 中立性 / Neutrality: ESG Hub acts as a neutral third party.
  • 透明性 / Transparency: Share process/outcomes where confidentiality allows.
  • 参与性 / Inclusiveness: Engage all stakeholders actively.
  • 预防性 / Preventive approach: Early risk identification and resolution.

3) 运行框架 Operational Framework

  • ESG DD发现风险 / Risks found in ESG due diligence.
  • 工会/社区报告 / Reports from unions or communities.
  • CSO/NGO发现不合规 / CSO or NGO findings of non-compliance.
  • 高风险行为自动触发 / Forced labour, child labour, pollution, forced relocation.

  1. 问题识别 / Problem identification: 24/7 intake, media/third-party monitoring, rapid risk triage.
  2. 利益相关方召集 / Stakeholder engagement: Equal voice for all impacted parties.
  3. 斡旋与谈判 / Mediation & negotiation: Neutral coordinators; data-driven benchmarks; align to intl. standards.
  4. 解决方案制定 / Solutions: Action plans with responsibilities, timelines, rectification goals; UNGP/OECD alignment.
  5. 监督与跟进 / Monitoring & follow-up: Progress tracking, KPIs, capacity building, lessons learned.
